Wisconsin FPHS Costing & Capacity Asessment

Wisconsin is undertaking a critical strategic effort to strengthen public health infrastructure statewide. Funding and technical support from the National Public Health Infrastructure grant undergirds this effort (Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems (CDC-RFA-OE22-2203).

A core element of this process, the Wisconsin Foundational Public Health Services (FPHS) Capacity and Cost Assessment, will occur in 2023 -2024. The assessment will start with State and Local Health Departments working through a standardized process to estimate the cost of necessary system improvements. At the same time, Tribal Health Departments will work with DPH to develop frameworks for a tribal public health system assessment. 

Specifically, the State and Local Health Department Assessment will provide an understanding of costs, expertise, and capacity toward the national FPHS framework. Information from the Assessment can be used to:

  • determine how best to allocate resources to meet the needs of their jurisdictions and communities;

  • consider options to shift resources within the organization;

  • identify opportunities to share resources and/or services across agencies; and

  • advocate for funding. (PHNCI)

This Collaboration Website is for individuals working in or alongside the governmental public health systems to complete the Wisconsin FPHS Cost and Capacity Assessment.

Rede’s role: Rede is contracted with the Wisconsin Association of Local Health Departments and Boards (WALDAB) to facilitate the State and Local Health Department Cost and Capacity Assessment. We are here to administer the assessment, provide technical assistance for those completing it, and analyze the results.
